KEY RESPONSIBILITIES
In line with the description of the role above, additional details of the role are provided below:

Group Procurement
1.      Developing EBS Governance structures/mandates across the Group.
2.      Leading automation/streamlining of processes across the Group to ensure efficiency in service delivery.
3.      Driving Ecobank business in key markets through strategic vendor partnerships.
4.      Building Cost control discipline/culture across the Bank.
5.      Delivering Value for Ecobank by ensuring value for money through economies of scale.
6.      Leading a Risk management culture at Group and affiliate level in the procurement process.
7.      Establish systems and procedures to ensure big expenditure items like stationary are controlled.
8.      Working with the Legal department, ensuring that the interests of Ecobank are protected in negotiating agreements with vendors.
9.      To provide a central point of contact for Group Vendor Management
10.  Ensures appropriate budget provisions and proactively tracks expenditure against specific items across the Group.
11.  Responsible for tax payments and tax reports related to expenses, in coordination with Fincon
12.  Responsible for ensuring strict adherence to the regulatory requirements and strict adherence to any regulations on Group operations.
13.  Role modelling the Values of Ecobank especially ‘ integrity’ in dealing with vendors etc
14.  Establishes/Monitors Service Level agreements for Procurement processes across the Group.

Group Premises: Reality and Facilities Management
  1. Develops Facilities management guidelines for both ETI and affiliates to ensure consistent standards are maintained across the Group in line with the Brand of Ecobank.
  2. Establishes processes that ensures that lease agreements are tracked and monitored to protect the interests of Ecobank.
  3. Leads premises construction or renovation projects in large affiliates and high costs projects across the Group.
  4. Oversight and management of the entire Premises Portfolio of the Group to ensure optimum utilization of space and reduction of redundancy.
  5. Develops policies and guidelines for the management of the leases/contracts related to the expatriates’ housing across the Group.
  6. Coordinates the F&E purchase, booking of assets, depreciation and   maintenance of related records.   
  7. Responsible for ensuring the security and sanitary services contracts, in coordination with the Premises and Security Officer for both ETI and all Group premises.
  8. Agrees Group wide service level agreements and sets standards of delivery by the EBS function to the respective affiliates across the Group.
Group Travel and Logistics
  1. Reviews the Group Travel policy and ensures adherence and enforcement of the policies
  2. Ensure that staff are aware of the Travel Polices and that any exceptions are addressed as soon as these become known.
  3. Procurement of all Travel and Transportation services including but not limited to Cash Transportation vehicles, Office delivery vehicles, executive management vehicles ensuring economies of scale are achieved for the Group.
  4. Management of the inventory of these vehicles and negotiation of contracts for the management of the vehicles to ensure costs are contained.
  5. Responsible for managing the drivers and supervising/coordinating their utilization and schedule, always giving priority to most urgent business needs and ensuring safety standards and professionalism are maintained in all cases.
  6. Responsible for pool of company cars, including asset booking and proper maintenance.
Archives
1.      Responsible for developing systems and processes that maintain all records and ensures that retrieval of records can be made quickly and efficiently.
2.      Manages retention period of documents as per law.
3.      Schedules and supervises destruction of old records.
4.      Responsible for the offsite library with the second custodian.
People Management
1.      Oversee the attracting, recruiting, deployment and retention of staff within the department
2.      Builds industry knowledge and expertise for Ecobank across all affiliates.
3.      Undertake all talent management activities and routines that ensure a team that is continuously engaged, rewarded, developed and developed.
4.      Develop a high performing and motivated team and guide staff to achieve their career goals. 

JOB CONTEXT

The role will become vacant with the impending retirement of the incumbent.
This is a strategically important role for the Group in the efficient management of resources and in proactively managing operational costs.

Generation of positive KPIs for each portfolio
§  Some key metrics are noted here:
§  For premises and reality – overall cost management, optimisation of space utilisation, lease management (renewal, escalations, terminations), on time renovations and disposals, Fixed asset management
§  For Transport and logistics- reporting of all activities by department, management of costs, timely reporting of issues, vehicle fleet management costs et al
§  For procurement- ensuring only registered vendors are used, costs are managed, costs are accurately recorded, costs are allocated fully and departments are held accountable for increases to budget
§  Generation of key MIS
§  Strong success plan at all levels


DELIVERABLES
Manage the three portfolios fully including:
§  Group wide policies, Systems and processes
§  Group wide savings on projects
§  Group wide Vendor contracts
§  Reduced Operational costs

QUALIFICATIONS AND SKILLS REQUIRED

Background/experience

  • At least 15 years professional experience at a top tier institution
  • 5 to 10 years of senior leadership experience with large staff responsibilities
  • Strong track record in managing staff across multiple jurisdictions and from different backgrounds
  • Proven project management experience, in particular projects related to premises and other longer duration projects
  • Experience in drafting corporate policy related to procurement, travel and similar
  • Experience of managing IT systems implementation across several countries
  • Ability to work with multiple projects simultaneously
  • Experience in process improvement and business process reengineering(BPR)
  • A bachelor’s degree and a post graduate qualification in Finance or Management.
  • A bilingual candidate fluent in English and French will be given preference.
